The governing body known as the Western Coalition (Coalition) do hereby declare independence of the lands formerly known as Western Lithar from the Confederation of Thardferr. Per treaty signed with the various leaders of Western Lithar, said towns located within the prescribed borders of Western Lithar have agreed to political and military seperation from the Confederation, as well as entering into a treaty with the Dwarven kingdom of Khardfee.

In deference to safety and preservation of the peoples of Thardferr, encompassing all lands of Thardferr, the Coalition declares a state of non-aggression against the Confederation. No intent of armed conflict is expected or desired, but the military forces of the Coalition will be maintained in a state of readiness should the need to defend itself from aggression should arise.

In addition, to ensure peace and avoid needless violence, the Coalition has entered into a trade and military alliance with the lords of Khardfee, establishing a system of trade profitable to the two nations, as well as a protectorate agreement should an aggressor assail either of the lands.
